Credit risks for European banks in 2023

The European Banking package proposes Capital Requirements Regulation III (CRR3) and Capita Requirements Directive VI (CRD6) to be applied from January 2025. Several phasing-in periods are planned, with full implementation anticipated by 2032. A transitional pattern has also been included for real estate mortgages. Low-risk exposures secured by mortgages on residential property can apply a favorable risk weight until 2032 or 2029, depending on certain defined conditions.
Under the new standardized approach (SA), European banks will be allowed to use external ratings that will help them have a more granular risk weighting on external ratings for multilateral development banks, covered bonds, corporate exposures, public sector entities, and sovereigns. European banks are also allowed to use External Credit Risk Assessment (ECRA), and the Standardized Credit Risk Assessment Approach (SCRA).
